FINEEC’s strategy emphasises foresight and effectiveness

Foresight and effective evaluation 2020. The strategy of Finnish education evaluation centre.

The Finnish Education Evaluation Centre (FINEEC) has completed its strategy that extends until 2020. In the strategy, evaluation activities have four strategic focus areas that are determined on the one hand by the analysis of the changes in the national and international operating environment and on the other hand by foresight and effective evaluation: developing learning and competence, development of the educational system, themes which are central and critical in the society, and supporting education providers in quality management and in strengthening an evaluation culture.

The implementation of the strategy will begin in early 2016, when a new, national evaluation plan is launched. The plan will define the evaluations that are carried out between 2016–2019. Currently, FINEEC implements evaluation projects according to the Education Evaluation Plan for 2012–2015, which has been confirmed by the Ministry of Education and Culture.

National and international evaluation activities

FINEEC’s mission is to implement evaluations related to education including the operations of education providers and higher education institutions. The evaluations are aimed to develop education and to support learning while ensuring the quality of education. The evaluations also produce information for local, regional and national decision-making on education as well as international comparison. FINEEC may also provide fee-based evaluations and expert services nationally and internationally.

FINEEC’s vision is that Finland develops education based on the versatile and up-to-date evaluation information produced by the Finnish Education Evaluation Centre.
