Evaluation of the national core curriculum for early childhood education

The aim of evaluating the national core curriculum for early childhood education is to benefit the actors on the national level of the early childhood education steering system as well as the local level. The purpose of the evaluation is to produce information on how clear and appropriate for their purpose the different actors consider the national core curriculum for early childhood education and the steering of its implementation to be, and to identify factors that promote or prevent the realisation of the national core curriculum for early childhood education and local plans. In addition, the evaluation will produce information on local interpretations of the core curriculum document and the realisation of these interpretations in early childhood education practices.
The evaluation project will be implemented in two phases. In the first phase from 2017 to 2018, the processes related to implementing the core curriculum document and the processes related to drawing up and implementing local plans will be evaluated. In addition, it will be evaluated how the goals stipulated in the Act on Early Childhood Education and Care become concrete in local and children’s early childhood education plans. In the second phase from 2018 to 2019, the realisation of the plans will be assessed.
The clarity of the early childhood education plans and their appropriateness for the purpose, as well as the realisation of the contents recorded in them, are key factors in the quality of early childhood education. The core curriculum document acts as a guide for quality in early childhood education, and assessing its realisation is central to the development of quality.
Evaluation targets include:
a) processes related to the implementation of the national core curriculum for early childhood education
b) processes related to drawing up and implementing the local early childhood education plan
c) processes related to drawing up and implementing a child’s early childhood education plan
c) contents of the early childhood education plans
e) realisation of the plans in early childhood education
