Evaluation of student transitions and smooth study paths


The Finnish Education Evaluation Centre (FINEEC) will carry out the evaluation project Student transitions and smooth study paths at educational transition points. The evaluation will focus on the functionality of the transition points in the educational system. In other words, the object is to evaluate the system’s ability to secure education for young people and smooth transitions between educational levels as well as preventing exclusion.

In addition to the evaluation of the guidance at transition points and of the functions and cooperation between the education providers’ roles, the evaluation will provide data on student flows, the educational system’s ability to support students’ life management and choices and to enable study paths with a flexible combination of studies and work as well as options for further studies and professional life. The functionality of the guidance at transition points and of the system in general will be analysed from the perspectives of educational administration, labour and industry administration, and youth administration. The project comprises all transition points in the educational system.

The planning of the evaluation project will start in autumn 2017 and it will be completed in early 2018. The composition of the planning group is as follows:

Consultations and discussions with stakeholders will be held during the autumn. The evaluation implementation will start in 2018 and the project will continue until 2021.
