The competence-based, customer-oriented approach and increased effectiveness of vocational education and training (VET)

The assessment is based on the Government programme “Reform of vocational upper secondary education”, i.e. the creation of a competence-based approach and the operating methods for promoting it, as well as the effects of the change. The assessment will provide information that is based on versatile information on competence-based implementation and the factors that promote and hinder it with a future-oriented perspective. In addition, information on good practices will be produced. The goal of the assessment is to support decision-making during the reform and especially the development of a competence-based and customer-oriented approach for vocational education and training (VET). During the assessment, the different parties, such as education providers, working life representatives, students and stakeholders, will be engaged in the production of assessment information, the interpretation of the results, and their utilisation.
The assessment is funded by the Prime Minister’s Office. FINEEC will publish the results in the manner that is agreed upon with the Prime Minister’s Office. The interim report of the assessment will be completed in spring 2017 and the final report by the end of the same year.
Education providers, students, working life and stakeholders were provided with a self-assessment in autumn 2016, and regional panels will be arranged in 2017.
