Early childhood education

The Finnish Education Evaluation Centre (FINEEC) acts as an independent expert organisation in the evaluation of early childhood education. FINEEC will draw up a long-term evaluation plan as a part of the national early childhood education steering system and implement evaluations in accordance with it. In addition to the national evaluations, FINEEC is tasked with supporting early childhood education providers on issues related to quality management and developing the evaluation of early childhood education together with the providers.

The evaluation of early childhood education is a statutory task (Act on Early Childhood Education and Care 36/1973, Section 9(b)). Various actors on many different levels will produce evaluation information together to support the work on developing early childhood education. The evaluation will be implemented in early childhood education units, at the provider level, nationally, and internationally.

The purpose of the evaluation is to:

• Promote the preconditions for children’s well-being, development, and learning
• Ensure the implementation of the law’s intention
• Produce information for developing early childhood education locally and to serve as a basis of political decision-making

In accordance with FINEEC’s evaluation plan, the following projects will be implemented from 2016 to 2019:

Evaluation of the national core curriculum for early childhood education

The evaluation will focus on the processes related to the implementation of the national core curriculum for early childhood education and the realisation of the early childhood education curricula.  The evaluation will run from 2017 to 2019. Read more here.

Supporting early childhood education providers in quality management

FINEEC will draw up a long-term evaluation plan for early childhood education and create a quality assessment model to support the providers’ self-assessment. Read more here.
