FINEEC's Organisation
FINEEC is an independent authority operating as a separate unit of the Finnish National Agency for Education. FINEEC thus has the duties and decision-making powers of an independent authority, but we receive administrative and support services from the Finnish National Agency for Education.
Our organisation has been divided into four different units:
- General Education
- Vocational Education and Early Childhood Education
- Higher Education and Liberal Adult Education
- Development Services
Our personnel comprises a total of about 50 people. In addition, approximately 200 external experts participate annually in conducting the evaluations. They are separately appointed as members of the evaluation groups of different evaluations. Evaluation groups have an important role in FINEEC's evaluations. In peer review, such as the audits of higher education institutions, the members of the audit group are responsible for conducting the evaluation together with FINEEC experts. In other evaluations, the task of the evaluation group is to support FINEEC's experts in the implementation of the evaluation by bringing forward views of various stakeholder groups on the topic being evaluated.
FINEEC has two offices. Our headquarters are in Helsinki and there is also a smaller office in Jyväskylä.

Education Evaluation Council and Higher Education Evaluation Committee
The Evaluation Council and the Higher Education Evaluation Committee also operate in connection with FINEEC.
The duties of the Evaluation Council include the supervision and development of FINEEC’s activities. Check the composition of the Evaluation Council and a more detailed description of its duties here. The Evaluation Council is appointed by the Government.
The duties of the Higher Education Evaluation Committee include deciding on the final result of the audits of higher education institutions. The Higher Education Evaluation Committee is appointed by the Ministry of Education and Culture.
