Enhancement-led evaluation in the action plan supporting the capabilities for attending school of students with an immigrant background (KIEPPI), 2022–2024

The Finnish Education Evaluation Centre (FINEEC) will implement an enhancement-led evaluation in the action plan supporting the capabilities for learning and attending school of students with an immigrant background between 2022 and 2024.

The action plan strengthens preparatory education, instruction of the student’s own mother tongue and instruction of Finnish/Swedish as a second language. It is aimed at strengthening especially the language proficiency of students with an immigrant background in grades 7–9 and the basic skills of students with lower capabilities for attending school. In the measures taken, both pedagogical practices and practices related to the provision of education and support for learning are examined. In addition, necessary legislative and structural changes are discussed.

As part of the action plan, the Finnish National Agency for Education made total of EUR 12 million available on application as government transfers for development projects of education providers in spring 2022. In the action plan, FINEEC’s task is to support, monitor and evaluate the implementation of 60 development projects together with the Finnish National Agency for Education and the Ministry of Education and Culture.

The enhancement-led evaluation in the action plan supports the long-term development work of the education providers and the effectiveness of the activities and is aimed at creating permanent operating models. With the help of enhancement-led evaluation, FINEEC will produce a summary and recommended measures targeted at the levels of regional and central government, the education provider and the school.

The evaluation produces information for the following focus areas: Promoting equity, Developing learning and competence and Increasing the functionality of the education system.
